The Chief Data Officer of the Fred Hutchinson Cancer Center, Jeff Leek, established the Fred Hutch Data Science Lab (DaSL), which aims to develop and support the overall data strategy for the organization. The mission of the DaSL to ensure an effective data ecosystem at Fred Hutch by developing a modern, well documented, well implemented, overall data strategy. This should serve the needs and capabilities of those leveraging data at Fred Hutch regardless of "where they live" from the clinic to the research groups. The Technical Program Manager is responsible for managing and driving program and product development within our Data Product Portfolio. The position will act as Product Manager within the team; supporting development of product roadmaps, prioritizing and coordinating feature development and release scheduling, working with the team to understand priorities and break down work, and communicating with stakeholders to iterate and coordinate work that delivers value. This position reports to the Data Portfolio Manager and will work closely with the product teams, and communicate progress and risk.
This role will have the opportunity to work partially at our campus and remotely.
Responsibilities
- Facilitates the development and implementation of key goals, objectives, and success criteria for our data products with sponsors and cross-department stakeholders
- Oversees all aspects of assigned products and related projects to ensure completion within defined scope, quality, time, and cost constraints
- Experienced in product management methodologies, selecting the best methods for progress tracking, health metrics, monitoring change control process, testing, release to production and on-time delivery within capacity constraints
- Provide overall communication and interface with all areas affected by the program/product including cross-functional stakeholders and dependent teams
- Works with leadership and core team members to help identify and assist in making program tradeoffs to balance scope, time, and costs
- Builds and maintains strong working relationships with team members, project sponsors and peers; is user experience focused
- Provides support for contract development and contract management related to engineering team and product needs
Qualifications
Technical Program Manager II:
MINIMUM QUALIFICATIONS:
- Bachelor's degree or equivalent combination of education and experience.
- Minimum 5 years of experience leading enterprise software projects or program management.
- Experience effectively leading and managing collaborative, cross-functional relationships.
PREFERRED QUALIFICATIONS:
- Certified practitioner as a scrum master, product owner, and/or product manager.
- Experience with product management tools (Jira, Confluence), methodologies (Agile, Scrum), and best practices.
- Experience using data and metrics to back up assumptions, recommendations, and drive actions.
- Experience in relationship building with the ability to influence others by negotiating and building cohesiveness across diverse individual skills and styles.
- Ability to lead small-medium cross-functional teams and deliver technical solutions while mitigating or removing hurdles / obstacles.
- Excellent communication skills, problem solving, conflict / resolution management, active listening, time management, and interpersonal skill.
Technical Program Manager III:
MINIMUM QUALIFICATIONS:
- Bachelor's degree in a related field, or equivalent combination of education and experience.
- Minimum 10 years of proven experience in managing complex technology programs, products, or projects.
- Experienced in product management methodologies, selecting the best methods for progress tracking, testing, release to production, and on-time delivery within capacity constraints.
PREFERRED QUALIFICATIONS:
- Certified practitioner as a product owner, product manager, and/or in agile leadership.
- Advanced knowledge of product management tools (Jira, Confluence), methodologies (Agile, Scrum), and best practices.
- Strong analytical and quantitative skills with the ability to use data and metrics to back up assumptions, recommendations, and drive actions.
- Strong relationship building skills with the ability to influence others by negotiating and building cohesiveness across diverse individual skills and styles.
- Demonstrated consistent ability to lead small-large cross-functional teams and deliver technical solutions while mitigating or removing hurdles / obstacles.
- Excellent communication skills, problem solving, conflict / resolution management, active listening, time management, and interpersonal skill.

Technical Program Manager II: The annual base salary range for this position is from $112,924 to $178,464, and pay offered will be based on experience and qualifications.
Technical Program Manager III: The annual base salary range for this position is from $118,560 to $187,387, and pay offered will be based on experience and qualifications.
This position may be eligible for a sign-on bonus.
