The Chief Data Officer of the Fred Hutchinson Cancer Center, Jeff Leek, established the Fred Hutch Data Science Lab (DaSL), which aims to develop and support the overall data strategy for the organization. The mission of the DaSL to ensure an effective data ecosystem at Fred Hutch by developing a modern, well documented, well implemented, overall data strategy. This should serve the needs and capabilities of those leveraging data at Fred Hutch regardless of "where they live" from the clinic to the research groups. We believe focusing on people is critical in building a strong, dynamic community united around using data to improve human health and cancer care. The Data Governance Specialist III, Cancer Consortium and Clinical Data Program Manager, is responsible for independently leading and managing governance councils and overseeing external relationships, while serving as the primary expert for specific data governance functions and domains specific to clinical data use and oversight. The person in this position will prioritize strategic partnerships and governance functions, formulate effective strategies to sponsor institution-wide initiatives, and manage relationships with external stakeholders as well as internal subject matter experts.
Responsibilities
- Independently manage governance councils and groups focused on their area of expertise to design, implement and review governance policies and procedures
- Independently initiate and manage governance relationships with external partners
- Serve as a primary governance domain expert at the institution
- Establish priorities and lead governance functions in support of the Fred Hutch data governance program
- Create and sponsor governance policies and enterprise-wide initiatives
- Serve as a domain expert and/or data custodian for select clinical data systems
- Establish mechanisms for data sharing and collaboration with external entities (such as UW and Seattle Children's Hospital)
- Manage governance relationships with external partners (such as other institutions, data providers or for-profit entities)
- Conduct data governance maturity assessments and develop metrics to continually assess the health of the data governance program
- Supervise or mentor junior data governance specialists, data stewards, and function as a domain expert
Qualifications
MINIMUM QUALIFICATIONS:
- BS in information technology, computer science, business analytics, statistics, data science, public health or other scientific or health-related field
- 9 years experience in data analytics, data management, governance, privacy, security or related disciplines (a Master's degree can substitute for two years of professional experience)
- Strong evidence of excellent cross-discipline communication via written and verbal communication with ability to present complex technical information in a clear and concise manner to a variety of audiences, including executives and non-technical leaders
- Demonstrated expertise in managing enterprise-wide governance initiatives across data domains
- Demonstrated ability to scale and sustain external and internal initiatives and partnerships around data governance functions
PREFERRED QUALIFICATIONS:
- Experience in data privacy, policy and/or ethical data use specifically around human patient or research participant data.
- Prior biomedical research experience including the use of clinical data in a research setting, or using highly regulated data for research (such as HIPAA, GDPR, requiring IRB oversight)
The annual base salary range for this position is from $112,923 to $178,484, and pay offered will be based on experience and qualifications.
This position may be eligible for a sign-on bonus.
